Announcement for the Sale of Ghori Cement through Auction
The National Development Corporation intends to sell 210,000 tons of cement produced by the Ghori Cement Factory for the year 1404 through an auction.
Those who wish to participate in the auction process can obtain the terms and conditions for the sale of cement in hard copy from the central office of the NDC, located in the Qasaba area of District 15, Kabul.Participants must submit their offers to the Public Relations Department of the NDC by Saturday, 25th of Hoot, 1403 (March 16, 2024). Late and online submissions will not be accepted.
The auction meeting will be held on Saturday at 10:00 AM, on 25th of Hoot, 1403 (March 16, 2024), in the meeting hall of the NDC.

High-Level Delegation from the Islamic Emirate of Afghanistan Visits Qosh Tepa Canal Project
Wednesday 19th, Feb, 2025 A senior delegation from the Islamic Emirate of Afghanistan, headed by the Acting Minister of Agriculture, Irrigation, and Livestock, Mawlawi Attaullah Omari, traveled to the northern provinces to assess the current state and progress of the Qosh Tepa Canal.
During the visit, the delegation met with Abdul Rahman Atash, the CEO of the National Development Corporation.
The delegation toured various sections of the Qosh Tepa Canal and expressed their satisfaction with the ongoing efforts in the region. They also extended their gratitude to the National Development Corporation for its relentless work and reaffirmed their commitment to providing full cooperation.
Moreover, the delegation underscored the importance of enhanced coordination and collaborative efforts among the relevant institutions, emphasizing that this project aligns with the strategic objectives of the Islamic Emirate of Afghanistan, particularly in the fields of water management and economic development.
This committee was established some time ago by the Economic Deputy of the Prime Minister’s Office to foster greater coordination among the relevant agencies concerning the Qosh Tepa Canal. The committee is led by Mawlawi Ataullah Omari, the Acting Minister of Agriculture, Irrigation, and Livestock, and includes Mawlawi Abdul Karim Fatah, Technical Deputy of the Ministry of Public Works, Mawlawi Mahmood Mazloom, Director General of Land Affairs, Mohammad Noman, Director of Water Regulation at the Ministry of Water and Energy, Shamsur Rahman, Director of Infrastructure and Economic Affairs at the Administrative Office, as well as several other technical experts.
Visit to Qosh Tepe Canal Project by the General Director of Emirates Corporations and CEO of the National Development Corporation
Thursday 23rd, Jan, 2025 Maulvi Ahmad Jan Bilal, General Director of the Emirates Corporations, Abdul Rahman Attash, CEO of the National Development Corporation (NDC), and their accompanying delegation recently visited various sections of the Qosh Tepe Canal project.
During their official visit to the northern provinces of Afghanistan, they reviewed the progress of work on the dam, the second phase of excavation, and the construction of bridges along the canal’s route.
Maulvi Ahmad Jan Bilal emphasized the strategic importance of the Qosh Tepe Canal project, highlighting its significance for water management and the mechanization of Afghan agriculture. Mr. Bilal commended the efforts of the leadership of the National Development Corporation in this regard and acknowledged that the progress made on the ground exceeded expectations.
Abdul Rahman Attash, CEO of the National Development Corporation, expressed his gratitude to the General Director of the Emirates Corporations for personally visiting the project. In his remarks, Mr. Attash reassured the Afghan people that the work on the Qosh Tepe Canal is proceeding swiftly, with Afghan engineers ensuring that all international standards are being met.
It is noteworthy that the excavation of the second phase of the canal is 85% complete, while the construction of the headwall is 74% finished. Additionally, the construction of seven bridges along the canal’s route is progressing rapidly.

The Procurement Directorate of the National Development Corporation is announcing (Providing of 20mm diameter steel including loading, transporting and unloading in accordance to technical specifications for pile caps, counterfort walls, and strengthen walls of the Qosh Tepa dam project in Balkh province).
Therefore, all interested and qualified companies are invited to receive a copy of the tender document from the National Development Corporation website in order to participate in the bidding process.

The survey and design Phase of Agha Jan Dam has been started
The survey and design phase of Agha Jan Dam, which is located in Chinartu District of Uruzgan Province, was started on 07/07/1403 in the presence of economic deputy to the Prime Minister of Islamic Emirate of Afghanistan, Mullah Abdul Ghani Baradar Akhund, officials of the Ministry of Water and Energy, officials of the National Development Corporation, officials of Uruzgan Province, tribal leaders and local residents. The survey and design of this dam have been entrusted to the National Development Corporation based on the order of Amir -Ul-Momineen of IEA, and the officials of the National Development Corporation are committed that the construction of this dam will be carried out according to the standard and it will proceed quickly, and on the specified date, the project will be put into exploitation.
