History of the National Development Corporation

The National Development Corporation (NDC) was established with the objective of enhancing the integration and implementation of development projects and programs, improving sectoral adaptive capacities, and accelerating Afghanistan’s economic growth. The corporation was created to streamline the integration of several key government enterprises, including the Housing Construction Enterprise, Banayee Construction Enterprise, Helmand Construction Enterprise, Afghani Construction Enterprise, Arzaq Enterprise, Wadi Nangarhar Agricultural Enterprise, Ghori Cement Factory, Jabal Al Saraj Cement Factories, North Coal Enterprise, Metal Elements Production Enterprise, and Central Transporataion Enterprise. This restructuring was formalized under Presidential Decree No. 28, dated November 15, 2018, and subsequent directives (Nos. 2713, 3177, and 479) issued on 8/11/1398, 15/12/1398, and 9/2/1399, respectively.

The primary mandate of the NDC is to facilitate and expedite the development process, promote sustainable growth, and optimize the use of national resources. By standardizing and reducing the cost of development projects, the corporation seeks to increase employment opportunities, alleviate poverty, and combat corruption through its extensive construction initiatives.

It is worth noting that, following Directive No. 4988, dated (11/18/1399), the Arzaq Enterprise was separated from the corporation. Furthermore, under Enactment No. 5, dated (4/3/1443), by the Cabinet of the Islamic Emirate of Afghanistan (IEA), and the subsequent panel review, both the North Coal Enterprise and the Nangarhar Valley Agricultural Enterprise were also detached from the NDC.

The National Development Corporation is committed to a prosperous and sustainable future. As one of Afghanistan’s leading operational entities on both the national and international stage, NDC continues to pioneer development processes across various sectors, including production, industry, construction, energy, agriculture, mining, capacity building, and job creation.

In collaboration with national and international institutions, the NDC leverages modern technologies and knowledge to ensure balanced societal development. The corporation plays a key role in the integration and execution of national priority programs aimed at fostering economic growth, promoting social development, creating employment opportunities, and attracting and strengthening private investment. It also remains focused on building a robust financial foundation, in line with the principles of Islamic Sharia and the laws and regulations of Afghanistan.

NDC’s operational focus encompasses several critical sectors, including construction (buildings, townships, dams, and the restoration of historical structures), production (metal components, prefabricated construction materials, oxygen production, and cement production and supply), mining, and transportation. All activities are conducted in compliance with the laws of Afghanistan and the corporation’s governing statutes. The corporation has already achieved significant milestones across these sectors.

The NDC’s capacity includes a highly skilled workforce of 937 specialized personnel, supported by 400 pieces of diverse machinery and assets exceeding 54 billion Afghanis in value, both movable and immovable. Since its inception, the corporation has signed contracts for 1,143 construction and infrastructure projects, with a combined value of 124 billion Afghanis. Of these, 445 projects have been successfully completed and are fully operational, while the remaining projects are currently under construction.

Aiming to generate profit and strengthen the financial base of the corporation by maintaining a competitive role, all while adhering to Islamic Sharia rules and the country’s laws and regulations, in coordination with national and international institutions.
