Helmand Construction Directorate:

Established in 1966 (1345), the Helmand Construction Directorate emerged from the equipment and expertise of the American company Morrison-Knudsen, which had partially completed the Kajaki and Helmand Irrigation Projects. Initially an independent budget unit within the government, it soon transformed into a state-owned for-profit enterprise with a capital of 300 million Afghanis. In its early stages, the directorate secured financial resources from the Asian Development Bank and the World Bank to fund its projects.

Some significant projects undertaken by the Helmand Construction Directorate include the Khan Abad irrigation projects, Amu River retaining walls, Nimroz Lashkari stream project, Salma Dam, and Kameh Dam in Nangarhar Province, among others.

On 15/11/1398, Presidential Decree No. 28 integrated the Helmand Construction Directorate into the National Development Corporation. Since then, it has continued to contribute to the construction of hydraulic structures, dams, streams, and rainwater storage systems.
